Cannabis Delivery Laws in California

California has one of the most permissive legal cannabis frameworks in the United States, but delivery specifically involves a set of regulations that consumers should understand. Here is a plain-language overview of how California cannabis delivery law works and what it means for Hyperwolf customers.

Who can legally deliver cannabis in California?

Only licensed cannabis retailers with a valid state license issued by the California Department of Cannabis Control (DCC) are authorized to make cannabis deliveries. Hyperwolf holds Retailer License C12-0000103, which authorizes us to sell and deliver cannabis to adults 21 and older across California. Unlicensed delivery operations — often called gray market or black market delivery — are operating outside the law.

Can retailers deliver statewide?

Yes. Under California law (Business and Professions Code Section 26090 and the DCC's regulations), licensed retailers may deliver cannabis to any jurisdiction in California where the customer is located, regardless of whether that local jurisdiction allows retail storefronts. This means even if your city or county has banned cannabis dispensaries, you can still legally receive deliveries from a licensed retailer like Hyperwolf.

This was confirmed and strengthened by AB 1286, which prohibits local jurisdictions from banning licensed delivery operations outright.

Age verification requirements

California law requires ID verification at every cannabis delivery. Valid IDs include:

  • California Driver's License or ID card
  • Out-of-state driver's license or ID card
  • US passport or passport card
  • US military ID
  • Tribal ID issued by a federally recognized tribe

The ID must show the holder is 21 or older and must not be expired. Hyperwolf drivers are trained to verify ID on every delivery and are required by law to refuse delivery if valid ID cannot be presented.

Quantity limits

California adults may possess up to one ounce (28.5g) of cannabis flower and up to eight grams of cannabis concentrate at one time. A single Hyperwolf delivery cannot exceed these personal possession limits.

Consumption restrictions

Cannabis may not be consumed in public, in vehicles, or anywhere tobacco smoking is prohibited. Consumption is legal in private residences. Landlords and property managers may prohibit cannabis consumption in rental properties — check your lease terms. Cannabis-friendly hotels and venues exist in California but are not common.
